The Economist: India’s chief economic adviser wants to legalise some kinds of bribe-giving.
This reminds me - I seem to remember that at some point in the past some jurisdiction (West Virginia? D.C.?) proposed lowering the age of consent for sexual activity to 11 years old, in order to relieve court backlogs. Of course, that may be apocryphal, or a joke... my memory isn't what it used to be.
