All of them violate the purpose of the executive branch: to implement laws passed by the legislative branch (and confirmed as constitutional by the judicial branch). It'd be like Obama's decision to stop enforcing the DOMA because he didn't like it.
A repeal is a long shot, but it's the best principled way to take down the ACA.
